The Bureau of Laboratory Accreditation, Department of Science Service (BLA-DSS) is empowered, through the Ministerial Regulation B.E. 2564 (2021) reorganising the Department of Science Service, to develop the capability of laboratories by providing assessment and accreditation services to laboratory, Proficiency Testing Provider and Reference Material Producer to comply with international standards. The BLA-DSS is under an umbrella and in the process of using the Thai National Standardization Act B.E. 2551 (2008).
1. Providing about laboratory accreditation, proficiency testing provider, and reference material producer in according to international standards and organizations including collaborating with international governments and organizations.
2. Preparing the registration and laboratory capacity index for being basis data in development of laboratory, and center of scientific and technological information.
3. Monitoring and assessing competency laboratories, proficiency testing providers, and reference material producers.
4. Promoting the potential development of assessors, technical subcommittees, committees and officers for laboratory accreditation.
5. Supporting laboratories, proficiency testing providers, and reference material producers for having human resource management and promoting accredited laboratories in according to international standard. By providing academic guidance, propagated knowledge and laboratory activities about laboratories, proficiency testing providers, and reference material producers.
6. Performing other related as assigned.
BLA-DSS has policies and procedures of the assessment and decision making for all applicants in a non-discriminatory manner without conditions on the type, status or size of organization, private or public organizations.
BLA-DSS is non-profit organization that has supported by government. All BLA-DSS operational expenses are allocated from the Government budget. All incomes are treated as governmental incomes, which are handed over to the Ministry of Finance according to relevant government rules and regulations.
In addition to BLA-DSS also has the duties to survey, collect, and provide database of scientific laboratories in the country. It also supports and develops about knowledge, information for developing in the quality management system and safety of laboratory by training, seminar, and public media.
